1. Digital accessibility in a nutshell
Digital accessibility means that the university’s websites, services, and materials can be found, used, and understood by everyone – including those who have various functional limitations or use assistive technologies.
In practice, this means that we make content clear and consistent, produce materials correctly from a technical perspective, and ensure that digital services work smoothly on different devices and with different assistive technologies.
In Finland, accessibility is regulated by the Act on the Provision of Digital Services (306/2019), which implements the EU Web Accessibility Directive (EU 2016/2102). For universities, an important limitation of the Act’s scope is that it does not apply to the organisation of the university’s internal administration.

2. Accessibility of teaching and course materials
Digital accessibility enables an equal learning experience for all students. Accessible learning materials and tools are essential especially for students with functional limitations, disabilities, or learning difficulties, but they improve the learning experience for everyone. The goal is to ensure that content works on different devices and with assistive technologies, and that alternative formats, such as captions and audio descriptions, are available.
Accessibility is best achieved when it is taken into account already at the design stage and materials are published in good time. Recommendations for individual study arrangements submitted by students help the teacher identify what kinds of accessibility-related needs students have. In addition to these, the teacher is free to make broader accessibility improvements in their course.

3. Accessibility of websites and digital services
Accessible files and publications
File accessibility is based on a clear structure, correctly defined language, alternative texts, and a logical reading order. Checking the accessibility of a file is an important step before sharing it or converting it into another file format (e.g. PDF). You can use the built-in accessibility checkers in software applications to review the accessibility of files.
Before publishing your file, consider whether the information could be published on a web page instead. That is the best way to reach as many readers as possible. A separate file should only be a supplementary attachment to the main HTML website. Separate attachments such as PDF files are difficult to find, use, and maintain. Users may find it difficult to convert separate files into a readable format, and they may not work properly with assistive technologies such as screen readers.

Run the Accessibility Checker to ensure that the Microsoft Office content you create is easy to read and edit.
An accessible Portable Document Format (PDF) may comply with the ISO 14289 standard PDF/UA. However, the Act on the Provision of Digital Services does not require compliance with this standard; instead, a PDF document must meet the WCAG 2.1 criteria at levels A and AA. The primary format for storing documents in Aalto University’s publication archive is PDF/A.
Accessibility of Aalto.fi websites
The content management system used for the Aalto.fi site is Drupal. On Drupal sites, accessibility is based primarily on clear, well-structured content written on the page. Everyone who updates aalto.fi pages is responsible for the accessibility of any attachments and media files they add to the site.

Accessibility guidelines regarding video and audio captions
These guidelines for accessibility concern video and audio content published in Aalto University's websites and social media channels (Youtube, Facebook etc.). Everyone producing and posting video and audio should know these guidelines.
Accessibility statements
All web publishers in our organisation must prepare accessibility statements for their websites. The statement must follow the template provided by the EU and it must be published on the website.
Grunden för digital tillgänglighet
Tillgängligt digitalt innehåll är sökbart, bekvämt och kostnadseffektivt. Denna sida ger utgivarna de verktyg och kunskap som krävs för att möjliggöra digital tillgänglighet. I Finland genomförs EU-direktivet genom att lagen om tillhandahållande av digitala tjänster. De aktörer som omfattas ska utforma sina webbplatser, appar och dokument som sprids via dessa, och så långt det är möjligt även innehåll som sprids via tredje part (exempelvis sociala medier), så att de är möjliga att uppfatta, hanterbara, begripliga och robusta.
- Digital service förutsätts uppfylla dessa krav om den följer den harmoniserade europeiska standarden EN 301 549. Detta innebär framförallt att webbplatser och appar ska uppnå åtminstone nivå AA i version 2.1 av WCAG (plus några ytterligare krav).
- EU-direktivet gör några undantag, men exakt vilka undantag (eller tillägg) som gäller i Finland styrs av den finska lagen om tillhandahållande av digitala tjänster.
Tillgängliga webbplatser, mobila applikationer och online dokument ska vara:
- Möjlig att uppfatta – Information och komponenter i ett användargränssnitt måste presenteras för användare på sätt som de kan uppfatta.
- Hanterbar – Komponenter i ett användargränssnitt och navigering måste vara hanterbara.
- Begriplig – Information och hantering av användargränssnitt måste vara begripligt.
- Robust – Innehåll måste vara robust nog för att kunna tolkas på ett pålitligt sätt av ett brett spektrum av olika användarprogram, inklusive hjälpmedel.

Digitalisaation edistämisen ohjelman lainsäädäntötyöryhmä järjesti DPL-koulutusta syyskuussa 2022. Tällä sivustolla julkaistaan tallenteet ja materiaalit. Koulutuksissa keskityttiin tarkentamaan digipalvelulain velvoitteita ja avaamaan seurannassa ja kyselyillä esiin nousseita ongelmakohtia digipalvelulain (DPL) toimeenpanossa. En tillgänglig webbplats ska ha en felfri och logisk källkod och följa standarder och anvisningar. Den ska fungera på olika enheter och med olika assisterande teknik, såsom röststyrning och skärmläsare. I och med lagen om tillhandahållande av digitala tjänster har dessa skyldigheter införlivats i finländsk lagstiftning.

A Digital Service is a software service designed to fulfil a product capability and run on a Digital Platform. Such a service might be a monolith, or composed of multiple microservices. It’s owned by a single Digital Service team responsible for understanding its customers, and producing a service that meets their needs.

För första gången kommer gemensamma regler om mellanhändernas skyldigheter och ansvar på den inre marknaden att öppna upp nya möjligheter för digitala tjänster över gränserna, samtidigt som man sörjer för en hög skyddsnivå för alla användare i hela EU.
Dokument & pdf
- Publicera dokument, som rapporter och utredningar, i webbplatsens standardformat (html). Andra format gör det svårare att komma åt informationen, eftersom de ofta kräver extra programvara. Om du ändå behöver lägga ut en pdf, se då till att göra den tillgänglig.
- Skapa tillgängliga PDF-filer. Standarden för upphandling av tillgänglig IKT, som bland annat utgör grund för webbdirektivet, ställer i stort sätt samma tillgänglighetskrav på dokument som på webbinnehåll: Utgå från WCAG nivå AA.
- I stor utsträckning gäller alla webbriktlinjer även för dokument som inte är webbsidor, men följande riktlinjer är särskilt relevanta när du till exempel väljer andra format.

PDF/A is an ISO-standardized version of the Portable Document Format (PDF) specialized for the digital preservation of electronic documents. PDF/A differs from PDF by omitting features ill-suited to long-term archiving. Library recommends ISO-standardized versions PDF/A-1a, PDF/A-1b & PDF/A-2.
När du skapar en tillgänglig pdf bör du göra så mycket som möjligt i originaldokumentet, till exempel i Microsoft Word eller Adobe Indesign, i annat fall måste du komplettera med inställningar i Acrobat Professional.

Reduce the time it takes to create PDF documents that people with disabilities can use more effectively. Apply accessibility features within your InDesign document, rather than having to make major changes in Adobe Acrobat® software. Skapa ett tillgänglighetsutlåtande
Enligt webbtillgänglighetsdirektivet ska myndigheterna på sina webbplatser publicera ett tillgänglighetsutlåtande som beskriver hur man uppfyller tillgänglighetskraven. Utlåtandet ska även anvisa ett sätt för användare att påtala hinder och hänvisa till den myndighet som följer upp direktivet. OBS! Olika termen används i Finland och Sverige: Svenska termen är tillgänglighetsredogörelse, medan termen tillgänglighetsutlåtande används i EU-dokumenten liksom i Finland.
Regionförvaltningsverkets verktyg för att skapa ett tillgänglighetsutlåtande
Regionförvaltningsverket har utifrån EU:s mall utarbetat en tydligare version av tillgänglighetsutlåtandet på finska och svenska. Verktyget är ett webbformulär som vägleder användaren och som gör det enklare för organisationerna att utforma tillgänglighetsutlåtandet enligt EU:s krav. Börja skapa ett tillgänglighetsutlåtande.
Att granska ditt tillgänglighetsutlåtande är en möjlighet att kontrollera användbarhet. Tillgänglighetsutlåtandet är inte bara en lista över efterlevnadskriterier - som i sig inte är till stor hjälp. Många användare av hjälpmedel måste navigera på hela sidan innan de ens kan hitta redogörelsen. En bra redogörelse kommer att ge mervärde för olika användare genom att ge dem praktiska råd om hur de kan förbättra sin upplevelse med webbläsarfunktioner eller tillägg, eller genom att förklara hur man sätter på bildtexter för videor. Således kan tillgänglighetsutlåtandet bli en resurs för studenter, partners och anställda snarare än enbart ett juridiskt dokument.
Validate your code: The W3C Markup Validation Service
This validator checks the markup validity of Web documents in HTML, XHTML, SMIL, MathML, etc. Although automated testing is easy and free with the W3C validation service or WAVE, it is not sufficient; it can only auto-check about 30% of the accessibility issues. Hence, teams should not rely on these validation tools alone and proper user testing is essential to verify the accessibility of the Website.
