The New-Type Urbanization Plan is the first major urbanization management plan of the China central government since 2012. It stresses improvements in development quality and balanced development. This thesis discusses two major imbalances encountered in the process of new-type urbanization concerning deserted mining regions of Beijing. First, how can balanced urbanization be achieved in the integrated perspectives of economy, society, and environment? Second, could balanced regional development between rural and urban regions be achieved? The thesis studies comparatively five areas in the deserted mining regions of Mentougou District, Beijing City, two of them being rural, two urban, and one in between.
The efforts of new-type urbanization to achieve relatively balanced regional development have been mostly successful in view of the five research areas. However, although most of the people surveyed have high expectations for the future, their evaluations of the status quo vary widely. As social-economic-natural balance and urban-rural balance cannot be achieved fully, the planners should face the imbalance rationally and try to achieve relative balance in a dynamic way. To achieve this, a well-rounded and continuously updated information base is needed of local and regional geological-environmental living conditions. For this purpose, the study develops a framework for iterative surveying and monitoring, bringing together three perspectives: society, economy, and natural ecosystem. With such an information base, it is possible to develop policies that improve the sense of belonging and trust among different groups.
